stuck on PS360 controller modding

I am pretty far into this mod right now I am currently about to start wiring the buttons to the control area where all the buttons meet.

unfortunately I can not figure out how to make the solder stick to either the chip because there are no pins. Its just flat and black but somewhere there it has to conduct how do i make the connection?

those are definitely the connections, just solder won't stick to it. Anyone else run into this problem?

I'm pretty sure the black stuff is a type of insulator. I'm pretty sure you can just scratch it off.

once i scrape it down ill be able to solder to that part?

You should be able to, the black stuff is a conductive insulator, the only problem with it is that you can't solder to it.

be careful with it though, dig down too deep and you'll wreck the contact

Just use an X-acto knife and gently scrape it off there, it's just a carbon film, the same thing that's on button contacts of most every other controller, it's there to keep the exposed copper traces from corroding all up but still be conductive. If ya don't have an X-acto knife use some pretty fine grit sandpaper to scuff it off of there to expose the copper, then ya can solder to it.
Screwing up is one of the best learning tools, so long as the only thing you're not learning is how to screw up.
