Genesis controller port problem

My first controller port on the genesis makes the controller automatically go up on the menus in games. I had another genesis and Atari 2600 with similar problems, which I fixed by re-soldering the ports but that didn't work on this one. For some reason it works fine if I have a controller plugged into port 2. Does someone know how to fix this or should I just make a plug?
