i have everything wired correctly. i have checked this a million times. when the power regulator isn't wired directly up to the n64 it's reading 3.264, but when i wire it to the n64, i only read 2.756. i've done this with and without the 12 volt line wired up, and it still reads 2.756. i know my battery isn't the problem because i have wired the power circuit directly to three 9 volt power adapters - still nothing. the capacitor i am using is a 100 uf 25 volt. the resistor i am using is 2k. my screen is currently fried and i am not using a screen at the moment. i just have the n64 wired directly to an old a/v cable up to my portable dvd player. i have tested the board with the original power source, and it works.
is the capacitor i am using the problem? or is there something wrong with my power regulator?

how would i check the amperage with a multimeter?
it sounds stupid, but this is the first time my dad has actually let me use his multimeter, so i have little info on how it works. all i know how to do is check voltage and continuity.
i don't thin it is the batteries, because i got the same problem when i wired the regulator up directly to a power adapter rated at 9 volts
is it possible it is the capacitor or just a faulty ti regulator?
the batteries are 3300mAh, with two cells each rated at 3.7 volts. the rated voltage is 7.4 volts, but i can't ever get over 6.97 volts.
i have tested the regulator with it soldered directly to a power adapter rated at 9 volts, and still get the same problem, so i don't think it is the batteries, or maybe i just can't get a power adapter with high enough amps.
just a few minutes ago i ordered 3 more regulators. i'm going to test every one of them, and i still get the same problem i guess i need some new batteries with higher amperage
