Ok my friend has a super nintendo but he said some of the cables in back like got stuck in there and the cord broke of somehow is it still possible to make a portable out of it?

So long as there is no short on the board, its cracked or any small traces broken you can make a protable out of it.

Yes, you will desolder those connections so they do not matter.
