Controller Chips...?

Hi everyone;
I'm looking to make a cheap homemade controller set for a small Arcade Cabinet.
After looking at Schematics it looks like the NES controller uses a 4021 chip for all the controls,
and 2 4021 chips ran in series off of PIN 11. So I bought 2 SNES controllers off of eBay to
extract these chips and place them on a new PCB so I could wire the controllers as I need.
Unfortunately the chips are tiny as hell and covered with a black insulator on the SNES controller.
I know for a fact the NES has a chip that can easily be removed.
Would the chip from the NES work in Seriesfrom to controllers as I am thinking?
I would like no know before I spent cash on 2 more controllers that may be useless...

That's for SNES. NES only needs one 4021. By the way, 4021 is a standard 4000-series CMOS part. You can buy it from digi-key, mouser, or whatever.

Digi-Key? I will check it out, if I can get the chips thats great.
Im using them to build my own PCB for an arcade cabinet and new chips would
be much nicer then trying to un-soilder old ones.
