What these pills do is fill up your thyroid gland with 'safe' iodine, so it doesn't absorb unsafe radioactive isotopes of iodine. Basically they reduce the risk of thyroid cancer. They won't protect you from hard radiation, and you can still be affected by dust. It's designed for people further away, when the wind blows dust in. Or something like that.

As long as you don't take too many, they should be safe. I think the recommended dose is two 65mg tablets or one bigger one, but I don't really remember. I don't think they go bad, but maybe.

Correct. More than anything else, I'd say they're meant to protect you from radioactive Iodine from water and food resverves.

KIO3 is a pretty stable compound, so don't worry about that. If you somehow want to try them, don't take more than one a day. The dose is deliberately much higher than the natural intake of Iodine, so you probably don't want to take it for an extended eriod of time unless you need to. Taking one or two is completely safe, but again, completely useless.

Hmm, KIO3 is an oxidizer, which means it doesn't burn by itself, but helps other things burn. I don't know how well it works in practice, but in theory a couple of those tabs could help you start a campfire, if you ever need to.
