American Welfare System that could work?

What did you say? Rekarp supporting Welfare? Did Hell freeze over? Well as a strong supporter of the Libertarian Party I can not ignore the fact that Welfare is needed to keep the population of the USA healthy. What cannot be ignored is people leaching off the system which is typical in Canada, Sweden, UK, ect. Also no one wants to pay for stuff they don't need. This is my solution to the problem.

1. There are two classes of health insurnace. Public and Private. Puplic health insurance will be run much like the USPS system, non profit and based on taxes. Private will continue to act like how it does now. Money transactions will transparent so ensure the tax money is going to the right places (and not $300 toilet seats).

2. If you own Private Health Insurance you can opt out of paying taxes on Public health insurance. This of course means Private Health Insuance holders can not use Public health insurance money and facilities. Private Health insruance may be offered by your Job which allows this exemption.

3. If you do not own Private Insurance you must pay for the Public insurance. This insures that everyone has health insurance of some kind.

4. Public Health Insurance payment is based on usage and salary. The more you use the system the more you pay. The less you earn the less you pay. ect ect. The exact formula would be difficult to get right but the theory is sound.

5. Public health Insurance only covers up to a certain point much like private health insurance. That point is still undetermined. I am thinking it covers all major illnesses, and non self inflicted injures.

6. Fat/Smoking Tax. Yep Smoking and being obese raises your risk of using the system. Because of increased risk your payment will be higher.

The reasoning for these are as followed

1. Non Profit ensures that Public is cheaper then Private Insurance. USPS is cheaper then UPS and Fedex most of the time and the Volume of which USPS moves packages is much larger then UPS and Fedex We keep for Private Insurance for people that want to pay more for better coverage.

2. This is pretty self explainitory. Why pay for the same service twice?

3. This point is made just so people can be admited to hospitals and clinics without worry that the patient is not covered (thus cant pay). Kinda of the same way that Auto Insurance is required to drive a car.

4. This keeps leechers and hobos from abusing the system. The formula would be more heavy on useage then salary but for good reason. This makes the system more of a supplement then a hand out. No one gets a free ride here. Only people that can not truely work (cripped or otherwise) do not have to pay. If you have two legs and arms you are expected to work. Hell I have seen mentally challenged people work better then perfectly normal teenagers. If you don't have a job you are not trying hard enough. There are Jobs out there (atleast here in Texas there are) go find them.

5. If you do somthing really stupid why should I have to pay to fix you up? Maybe we should let Darwin take its course for a change.

6. Just like any insurance policy increased risk means increased price.

This is a very very serious topic and I am mailing this to my Senators and Representative, Kay Hutchison , John Cornyn, and Lloyd Doggett.
