Well, after a bit of searching AND a semi-professional opinion from another student, well, it appears to just be a simple Cap problem!
That is, leaky capacitors.
Now, I considered fixing it before selling it, but 1) I don't have the right tool to open it, and 2) I don't wanna risk breaking it when a real collector could do the job right!
There are roughly a dozen computers in this house that are unused. Most of which are mine
I'd love to unload this!

Did you try pulling the expansion cards out? That's all I had to do to get mine working. A chip fell off of the card that the drives plug into. I got mine for free

so I probably don't need another one at the moment.
