1: Yes, clean both the Heatsink and the CPU with Rubbing alcohol, then apply the new thermal paste to the CPU (Not the Heatsink). Just watch a few youtube videos showing application methods, because there is a handful of them.

2: No, it is more than likely dead. Possibly dead southbridge? as far as I know Soutbridge controls all I/O peripherals (Minus the GPU which goes to the Northbridge)

3. I don't know, that is something you have to figure out for yourself.

I would have never bought a ASRock board.

And after taking a look at your board, Newegg doesn't sell them anymore. it now says (Deactivated Item)
Hmmm I wonder why?

Should have just gone with, either a Gigabyte, ASUS, or MSI board.

Yep. You got a bad motherboard. RMA it. If the second one is bad, screw that model and go look at others. Don't trust PC Chips, ECS, or offbeat brands nobody's ever heard of outside Hong Kong. It also looks like NewEgg has it listed as "deactivated". That's usually bad. It could be out of stock, or it could have reached end-of-life and is out of production.

EDIT: I retract that motion. Send the board back as defective and buy a good board from a reputable brand. That motherboard doesn't even have good solid-state capacitors!

1. Scrape the old paste off with something like an old credit card or a similar piece of plastic. If you want you can probably clean the top of the CPU with 90% alcohol. (NOT 70% rubbing alcohol! The additives in it leave residue!) There shouldn't be a problem if you only used a little compound.

2. Is the fan defective? (If you plug it directly into a good PSU or into the case fan socket on a known good motherboard, does it spin up?) If it's bad, get an aftermarket CPU cooler. They're usually better than the stock Intel/AMD units anyway. There should be some kind of thermal protection system on the chip that shuts it off or underclocks it if it gets too hot (unless not including it is one way AMD cuts costs). This may sound obvious, but was there a piece of plastic tape protecting the heatsink? If so, did you remove it first?

3. Because you touch yourself at night. :P

You're just gonna have to cross your fingers and hope the CPU survived.

EDIT:

Right. Northbridge does GPU and memory controller (on pre-i7 Intels), southbridge does most of your I/O (USB, LAN, serial, parallel, FireWire, etc.)
Should have just gone with, either a Gigabyte, ASUS, or MSI (or EVGA or Intel*) board.
* I added that part. Yes I know Intel chipsets don't work for AMD processors, but they do make quality motherboards.

THIS. I don't care what the reviews say. Cheap Chinatown motherboards will always be cheap Chinatown motherboards. Take it from someone who's been there. (PC Chips P23G. Worst. Manufacturer. Ever.)

EDIT: Can you post a picture of all the parts loaded in the case? From the looks of where the CPU socket is, your cooler will wind up right underneath the hard drive tray. No airflow + maybe screw protruding into the fan area = George Foreman grill.

Night of the Living EDIT: Looks like you're not the only one with that problem:
Some user on NewEgg wrote:Pros: Will run Phenom 9850 for about 5 minutes!

Cons: Will not run 9850 for 6 minutes. Overheats with stock fan and after market fan. Will only run Corsair Balistix pc 800 RAM at 533. ACPI errors loading Windows XP Pro with Phenom. Will not update bios in Windows with dual core installed attempts to with Phenom, but overheats before completion. Random boot lock ups running cooler dual core. Will not transfer files to 8GB flashdrive, no problem with smaller drives (8GB works on other computers)

Other Thoughts: Returned first board as DOA. This board would be perfect for a used car salesman, he could sell it to you. No support from Asrock.

Yeah I agree with Bic.

Send the board back, and get your money back for it, and get a more reputable brand of board.

Thank you guys so much, I really appreciate it. I just might have to do that. A tech guy my mom knows thought it was the processor, and he builds comps for a living, but idk. If it was overheating, I would think it would shut off right away, and it didnt, and it still boots up afterwords. Well, idk about that bridge stuff, but the internal graphics don't work either. K, so take all the stuff out, clean the processor w/ 90% alcohol, pack up the mobo, and just order a new one? I RMA'd some RAM about a year ago, so I kinda know what im doin. Love the case, would've loved to take the power supply out, but i forgot (took me forever to wire everything. Thanks again, and i'll order that new mobo asap.

Yep. Return the motherboard to NewEgg and order a completely different one. Don't even bother trying to RMA it; it's cheap junk.

Make sure the new one you get is well-reviewed and from a reputable company like Asus or EVGA. (ASRock has only been around since 2002, is based out of Taiwan, and uses outdated chipsets.)

Never trust a company when their official homepage reads like this:
asrock.com wrote:The N7AD-SLI included software bundle is quite good and the OC Tuner as well as the Instant Boot application works beyond expectation. It is all in all an excellent buy with a very good performance. ASRock N7AD-SLI received the 9.0 points from TweakUp.

During our 6-week test period showed the board very reliable and stable. The design is aggressive and high-quality. The performance is great. As the cooler used are of sufficient size, it came even with our overclocking attempts caused no problems. ASRock X38TurboTwins-WiFi received the Hot Stuff Award from PcTreiber.Net.

Just ordered that Gigabyte one that you recommended. Now I can return that crappy sound card too! Best part: that mobo and the thermal stuff were shipped from NJ again, so I should be hating the AI Director by tomorrow night!

Good choice in that Gigabyte Board, that Gigabyte board is identical to mine, except for the 128MB of Video memory.

My board model is a GA-MA78GM-S2H

Just a quick question:

I've got some games that don't run so well, and I just get some flicker (Spring Engine, Multiwinia, Half-Life) of the graphics. Do you guys think it is a driver, Windows 7, or 64bit compatibility issue? Other than for those games, its running great! L4D and SW:BF maxxed; 'bout to get either Crysis or World in Conflict today, which do you guys recommend?

If you get Crysis: Warhead I can play online in Crysis: Wars with you. 32 Player Multiplayer!

ECS and PC Chips have actually been around for a while. The PC Chips board that I used in my parents' computer is great.

ECS is junk. Used one of their mobos in a computer for a friend; bad idea.

Some of their boards are junk, some are not. It usually depends on the model.
