Just given the video quality of this "Monumental discovery", I seriously doubt it's legit.
It wouldn't load for me, but I'm sure there are reasons its a hoax.

Yeah, it works. For real. You see how high off the table it is? There's a motor underneath. The lighting? Disguises any wires or hand motion that power or turns on said motor. Notice how the back of it is never shown?
The law of conservation of energy states that energy can not be created or destroyed (Einstein elaborated on this by saying you'd need to break matter to get energy, in simple terms)
Magnets will always find a state of rest. They don't WANT to move. See what they do in the beginning? That's what they do always. Find a point of zero net force and wobble back and forth until friction slows them down.

The only way to get anything to work like that would be an ideal state, where there is absolutely no friction. That is impossible.

The reason it works is because the charge that the magnets hold are propelling it.
It's basically like hooking up a battery and say: INFUNIT POWAR LOL.

Like I said before, magnets find a point of rest. Think about it. The middle has a bunch of alternately faced magnets. Outside, there are three magnets free to rotate. Their natural tendency is to attract, not repel. As the middle spins, the magnets would decelerate the middle through attractive forces. Friction also helps decelerate the middle.
Like any other thing designed like this (Motors, for example), if you spin the shaft (which would be like the middle in that machine), it will have a natural tendency to find a point of equilibrium (ie ZERO NET FORCE, not infinite net force). In this case, that's matching a positive to a negative pole on the inside and outside of that machine. It will oscillate back and forth (because it has initial momentum) infinitely, yes, but only in an ideal world where no friction, air resistance, or magnet degradation takes place. And in such a situation, you'd never be able to get any energy out of the system, because if you did, the system would slow down, and eventually settle at equilibrium.
Does that make more sense now?

There's the flawed theory behind the idea. If you did the physics for the system you'd find preferred points of equilibrium. This is where it will STOP.
