Do some research on hardware for arcade cabinet monitors, they do this sometimes.

If you mean the long direction being vertical, then you're talking about portrait video. Unless whatever you're using supports portrait(like some console vertical shooters), you'd need quite a bit of electronics to pull it off.
You'd have to digitize at least a full frame video, run a conversion manipulating the image to the desired size and orientation, and then convert the resultant image back to analog. There was a thread on Assembler Games or Digital Press about 'consolizing' as Ms. Pac-Man board that goes into a bit more detail.

If you're building a MAME cabinet kind of thing, I'm pretty sure the software rotates the display 90 degrees by itself.

Though, with a reaction like that, I'm guessing you might want to look at KLOV to see whether or not the boards you're looking at use horizontal or vertical screens. The game itself will handle the rotation.
