I have an off-brand Dremel I got for about $30 from Harbor Freight Tools.
You could always use regular drills, hacksaws, and files. However, this will take forever in comparison.

In some circumstances, an x-acto knife can be better suited to do something than a dremel, such as precision cuts and shaving off small amounts of material.Gordon1 wrote:+ blood? I have never been cut by the sharp edge of an x-acto knife. The back edge is the real enemy, if you are applying large amounts of force to the back of the blade, it will easily cut you. I fold up a small piece of paper to place between my finger and the blade to prevent cuts to my fingers (though it isn't until I get cut that I remember how sharp the back of the blade is

Tried a cheap version of a Dremel, wasn't very powerful, although you can of course get better ones. I have a basic two speed Dremel (30k and 15k speeds only), works great.
Hate to say it, but if you can't afford a good Dremel or similar, you will make life harder for yourself; also, it is a very good investment as you will use one a lot when making a portable system. If you can't afford one then you probably also can't afford to make a portable, due to the outlay involved with all the components needed.
