"Best" is such a relative term for batteries - what are you using it for, what kind of battery life do you want, what is your budget, what size do they need to be, do you want it to be replaceable or built in, etc. You mentioned it's for a PSOne portable, so you'll probably need something with a large capacity to get a decent life. I recommend looking for capacities of at least 2500 mAh at 7.2v. Other than that it comes down to getting the highest capacity battery with the smallest form factor that fits within your budget, so the "best" battery for each person and project is different. If you're needing a tip on where to look for good batteries at decent prices, then that's a different question.

Just so you know... For a BASIC psone portable, assuming you already have the psone and controller (Free), assuming bad, low quality parts, simple case, and good deals on ALL your parts, expect to pay at *LEAST* $120. That is bare minimum, and if you mess up, it will cost more. If you want it to look nice, it will cost more. Bigger screen, longer battery life? Again, costs more.
There is a reason these things sell for such crazy high prices ($300-500). Labour intensive, and not at all cheap to build in the first place.
Buy a PSP. I would definitely sell my custom firmware with PSX emulator one for $120.

Excellent

delicious!
srry, this is gonna be off topic but last night i was thinking about my ps1 cartridge idea (a memory card with a whole game on it so it can be played straight off a modded memory port ) and was thinking about thoses mini dvds (could a game be downloaded and played on these to play on a modded ps1?) and came to the idea of a ps1 using a blank UMD . i brainstormed for about an hour and came up with an idea of a ps1 using some PSP stuff so it can read a UMD.
Are any of these possible?

It's not really possible (at least not for anybody of our skill level).
You're better off just using a PSP as it can play PSX games off a memory stick. I think it would be cool to make an oversized one using a PSone display connected to the TV out port of the PSP-2000.

I'd imagine right now you wish you were a cuttlefish...
