Ricer.

I think the lighter outlet's tip is +12v and the outside is ground. If you get a plug, it should have a connector or wire that tells you what's what.

Well im asking they dont need 12 volts so how should I step down the power?
I can pay someone a small amount of cash to do this
Sadly it cant be a rice burner because we will resell it...
I can only do removable mods
For 4 months now I have been sketching up a magnetic tail-fin that cant scratch the car, easy to remove but stays on very well
And do a magnetic pin stripe!
All about the best possible removable mods

Rice=not cool
Tuner=cool (if its a cool car, pretty much has to have twin turbos at least as an option for an import to be cool)
Fart cannon=automatic fail^2

How much power do they take? The wires on them are yellow and black, which in a computer usually means +12v and ground.
Do you want them inside the car or out (you kinda contradicted yourself)? If they're inside, it'll be hard to see out the windows. Turn on the roof light when its dark outside, you'll see what I mean. If outside, I'm not sure how visible they'd be, not to mention whether or not they're legal in your area.

Look at it this way: If you do nothing to the engine, but add pointless junk like 1200 pounds of 'system', a Monowiper, knock-off Lamroghini door hinges, irrelevant/illegal lights, glue-on Buick side vents, Type-R decals, Wally World tinting, body kits, fart cans, etc. and then call your car the king of the road, you are a ricer. (Bonus ricer points for any of these mods done poorly, on the cheap, or both.)

If you get huge bass speakers and cram them in little boxes in your trunk, then crank them so loud they make the cars around you shake, you're a ricer.

Wow no, While I like those cars, I do things to make my car just look Cool
Rice Burner-From Asians with weird suped up cars-Rice as in well...
I just want cool lights, and a nice gold pinestripe going from one side to the other of the car

It says my car is different, but not obnoxious, plus easy with magnets(I love magnets I have 13Sq ft of them from all over-Resturants, school elections, ones getting thrown out
Because when I see ricers I think they got a used crappy car and bought enough add ons to equall a regular BMW and act like its a lamborghini
And I cant do the tail fin, I said I "Thought" about it
I just want lights on the Inside hence the Cigaret plug-Plus I can take it out
