Getting an NTSC unit to spit out PAL signal

Includes but not limited to: SNES, Genesis, Sega CD, PlayStation 1, Nintendo 64, Dreamcast, Game Gear and I guess the Virtual Boy.

On topic, sort of: Is there a way to make PAL stuff spit out a NTSC signal? I have a PAL NOAC, need it to be NTSC.
