Anyone know an IP messenger?

No, NOT the NetSend based ones.

I want to ferry a short message from my computer to my friend's PC. When he receives it, the message will pop up. I tried netsend but there is no Vista support and our PCs are Vistas.

Is there a message sending tool that I say a specific IP and port then I could send it there?

Perhaps a bit overkill for what you want to do, but I can recommend Waste Again which is a form of darknet. You can be two or more people connected to it, and you can send text messages and files to each other, or have group chat à la IRC. Everything is encrypted, so nobody can eavesdrop.
The really cool thing about it though is that it's a mesh net. This means that there's no central node; instead the network consists of all the nodes in it. This way, if you have a network of 10 computer, any 5 of these go down, the network will still exist and work.
But even so, it will still work fine as a simple text messenger for two people.
