can you build the PSOne portable from any type of PSOne or does it have to be the new 2000 verzion

You could build a PS1p out of an old PS1, but it'd be considerably more difficult due to the multiple-voltage motherboard. It'd also be bigger. The mini is far smaller and requires a straight 7.2v in. So to answer your question, sure, but it really isn't worth it to use an old one.

New ps1 is small and uses little power, and all around easier to do.

You'd have to cut more off of it, you've have to build a bigger case, you' have to get better batteries...

Plus the fact that the orignal ps1 board uses seprate voltages like 3.3v and 7.4v (i think). Then you would need a switching regulator circuit that could provide these volatges to power the board.
