Looks a lot like Kartia, Tactics Ogre or Eternal Eyes. I would say its a PS1 game and its a TBS (Turn-Based Strategy)... If it helps

Never played it or seen it, but that looks like Ness, so I'm gonna say Mother 2/Earthbound?

To earthbound: COME ON!!! I SPIT ON YOU FOR NOT KNOWING 100% THAT IT IS EARTHBOUND!!!

To be specific, it's at the beginning of the game, buzz buzz is currently being beamed down, I believe.

The latest one: It's a mario game for the GBO, by the looks of it. MAYBE DOS.

I dunno, google and wikipedia yield nothing. The HUD is kind of throwing me off, I mean, it looks like a Boo is in the game, but that HUD is very non-mario.

I think it is a game called 'Bubble Ghost' for the Gameboy. It was on a whole bunch of other consoles as well, including DOS.
