Insulation question

Insulation question

In ben's 360 laptop tutorial, he puts two circuit boards directly on the outer shell of the monitor (which is metal), and he doesn't mention anything about insulation. Isn't this a bad thing? Wouldn't it cause circuits to short?

It looks like there's at least one layer of electrical tape under the board, and only the small pieces on the corner go on top of that board.
