Is it possible to use a psx as a RGB to Composite converter?

Includes but not limited to: SNES, Genesis, Sega CD, PlayStation 1, Nintendo 64, Dreamcast, Game Gear and I guess the Virtual Boy.

Hi. I was wondering if a psx model scph550x or earlier can be used as a RGB to NTSC converter. I know that those models have the cxa1645 chip which is the chroma encoder, so I wonder if one do the following connections:

vga pin | cxa1645 pin
1       | 2
2       | 3
3       | 4
13,14   | 10
6,7,8,10| 1,24

and

+5V -> cxa1645 pin 12 and 19
GND -> cxa1645 pins 1 and 24
RCA PLUG positive -> cxa1645 pin 20
RCA PLUG negative -> cxa1645 pin 1 and/or 24
Would that work if you can output 15khz modelines through vga (like with powerstrip, winmodelines, soft15khz and such)?
