Depends on the make, really. If it's a Toyota he got ripped off, if it's a 1969 Mach 1 Fastback shell (for restoring), that's a good deal.

And thats bad how? As long as it doesn't sound like a ricer and its legal, I'd just leave it. Only bad thing is if it sounds cool at higher RPMs, you'll be more likely to drive there and use more gas (like me).
And $1700 with those problems? It better be a classic of some type or pretty new.

Meh screw those rice burners, All I really care about is American brand cars (Ford, Dodge, etc) (Chevy to a lesser extent)

My family has never bought a non-Ford car, though my dad did own 1 Chevy back in the 70s, I forget it was some tiny car, I think it was some kinda compact.

Here is a list of the cars, in the order I can remember them in.

Mustang
It was Orange, I forget the year, had quite a bit of raceing parts on it, till back in the middle to late 80s it broke down in New York (I live in Western Ohio) and couldnt get it fixed, and towing all the way back to Ohio wasn't worth it.

Then got a Black Ford Tempo 2 Door, I4 Engine, Manual Transmission.
Finally died like 4 or 5 years ago (Sat in our driveway with a popped clutch for a year or 2) Countless Wrecks, most Minor.

Then before the Tempo died, we got a Ford Windstar 97' had a V6 engine, this Van had 3 wrecks, one was a 3 car front end crash, Lost wheel on highway, parked on the side of the street and someone got to close and smashed the Left side mirror off.

Then in 2001 traded in the 1997 Windstar for a 2001 model 4-door (2 Sliding doors) Windstar, with also a V6 engine and around 220-250HP.

Was in 1 minor accident, a huge Buck Deer charged the car when my dad stopped to avoid hitting it, messed up the hood and grill.
(Both Vans were Silver.)

and just about a Year and a half ago, we traded in the Van for a Ford Fusion, I4 engine, Manual trasmission. (I get to learn how to drive a Manual yippie for me  :P )

And the rental car we had before we got the Fusion, was a Chevy Malibu (Ughhh, Cramped inside and kept getting static shock as I was getting out of the damned thing)

Sorry, to get into my life story about cars, but I was bored so I had to.

Heck ya. The 1993 Explorer I drive has a Flowmaster muffler (pretty much everything else is stock), so it sounds pretty good for a v6. Up around 2k RPMs you start hearing it, you get it up to ~5200 RPMs (governed to that) and it sounds like a beast. It accelerates pretty fast in first gear (up to ~45mph), after that it gets kinda lame, like at freeway speeds. :P

What make is it? What model? How many miles are on it? What size engine? V6, V8, or I4? SOHC or DOHC? EFI?

From what you describe, it's pure rice.

Sounds retardedly easy to break into. (I hate shaved door handles. How do you get into the car if the battery dies?)
2. you gotta have the blinker on to start it
Um... okay. Someone didn't do their electrical work properly. (Usually that happens when people tap right into the headlight or blinker circuit to add extra lights. They're supposed to put in a relay and pull 12 volts from a spot in the fusebox. That's how we added fog lights to our Ranger.)
3. loud muffer (Gonna be fixed asap)
Depends. Is it a deep, rich, Flowmaster sound ("blub-blub-blub-blub-blub"), or is it just ricer exhaust (sounds like a baby farting or a weedwhacker)?
4. Crazy lights
More ricer BS.
5. crazy stero
Again, ricer BS.
From some collge kid
Final nail in the coffin. Your dad bought rice.

My condolences. He would have been better off tracking down a mid-to-late 90s V8 Camaro or an 80s Trans Am.

I can respect anything if it's built right, but slapping tons of cosmetic mods onto a worn out old [turd]box is a foolish waste of money.

However, to make a final judgement (and to see if it can be saved), we need pictures.

Yeah but if your in first gear all the time, you waste LOTS of gas. I blame those damn Arabs jacking up the oil prices, if gas was still $1 or less driving in 1st gear wouldnt be a problem :P

I'm not, only when its really slick and I'm only going 20mph tops, if I get up to 35mph but still want engine braking, I put it in 2nd (its an automatic, so putting it in 1st or 2nd will make it slow faster when you let off the gas, good for slick roads). Theres also those times I just feel like it that'll put it in 1st, but only to accelerate. Flowmaster muffler = win.

"Street racing" eh?

$1200 worth of mods on a car worth about $500? Damn.

A new computer for it doesn't mean crap if the engine's worn out. And judging by the way I've seen most "street racers" treat their cars (floor it all the time), it was worn out a long time ago.

There is no hope for that car, especially if it's a Civic, and all the rice mods on it will make it a theft target.

Put a stock exhaust on, get rid of all the extra BS lights, dump in a can of Restore, and make it ride halfway decent and use it as a daily driver.

I'm sorry, but there's a good chance you guys got ripped off.

Opec and Exon arn't no Angels either. They're too partly to blame with the gas prices. They keep jacking up the prices so they can get more cash in their pockets. And theres no specific law saying that can't keep doing it either. And I'm sure there probly more enough oil to go around too. So go blame Opec and Exon too for the gas prices being high.

{...their too partly to blame...}
Listen, how do you manage to use their improperly by accident? It takes a conscious effort to mix up their, they're, and there.
