Does a fileing cabnet with 1 story exist?

All the ones I can find have 2 story's and I want one with just one. Does it exist?

Yes they do. I've seen maybe one or two before, but they're not all that common.

If you need hanging folder storage you could get one of those standalone hanging folder racks and build a drawer for it to go in.
