It'll only be legal if you get emancipated, you'll need to do one of the following
a) Join the military
b) Get married
c) Go to court and have a judge emancipate you
Otherwise its illegal, and they have to keep you. Unless they are deemed unfit to keep you, in which case you'll most likely be put in a foster home.

To be honest you're too young to go out drinking (legal drinking age in Ontario is 19, apparently), and I'm not sure of the legal non-tobacco smoking age is (maybe 16? iDunno), and you should have called. You did screw up, but nowhere near enough to warrant being kicked out. (Maybe grounded...) Your stepfather was way out of line.
If it does come to that point, apply for government assistance. Between working part-time and going to school, you'll need the help.
But most importantly, whatever it takes...

It would probably be best to keep away from the illegal substances for now, I would think being clean will make getting what you want out of government types a whole lot easier.
