Crazy Bittorrent Errors!

Running the latest version of Azureus, I get no connections. NAT is Ok, and I have proper forwarding. Appears to come from this (taken from log file)
{peer} Peer connection closed: timed out while waiting for handshake;
Every peer or seed has this error, no matter what torrent I get. Note, I also tried utorrent, but I get no peers or seeds there either, and I have NAT ok there as well.
(trying to get obscenely large disc images of knoppix is hard without bittorrent, so I hope that you can help)

Have you been a bad boy lately, and got yourself onto a P2P list? It's worth a check, if only so you know how to do it/eliminate a possibility.

What Internet Provider do you have? I've heard rumors of some disallowing P2P and Torrent Programs.

Our isp doesn't seem to care what we do though, we get way higher speeds than we are meant to as well. We have a 512k plan, yet get 1.5mb/s.

Yeah, so I figured it out. Sorry, forgot about the topic here. Problem seemed to be caused by having 'global max number of connections' too high. reduced it to 1000 and everything is running smoothly.

Apparently, there's an underlying issue here that hasn't been resolved...
Now, I have good download and upload speeds, but I am said to be not connectible, as well as having uTorrent's port checker tell me it is not forwarded correctly! I have double- and triple- checked my router settings, but to no result. My ports are properly forwarded, my IP is properly inserted, but still I have errors! Anyone here good with networks that can tell me where I screwed up?
