Building a DVD without a software wizard?

Building a DVD without a software wizard?

I am trying to put my trigun collection on dvd, I am using Nero, but according to them it will take 5 dvds for all 26 episodes. I already have the files in .VOB format, and each is 400mb, nero wants to make each episode 600+mb. So can I build a dvd using my .VOB files at the compression that I have them at without nero or any such programs? How? Thanks.
