Sonic betal levels?

I heard there was some sonic beta levels and you had to download the ROM to play them on a emulator anyone know where I can get said ROM?

...No it's not. Sega apparently didn't release the levels officially, so you're not taking money from them.

Using ROMS on Emulators is only illegal if there was an official release (sketchy), and you don't own that official release.
