Whats the code to apply something as a background to a site?

You look really new to this so I also suggest www.htmlgoodies.com
It's where I learned everything I know about HTML and CSS, but after a while you kind of have to find new resources. Also, just... don't use that background. If that person insists slap them in the face or at least use only one of the frames from the image and set that as the background. Animated gifs are ugly, they make scrolling very slow, and they're frowned upon by anyone who knows HTML.

Also, I recommend something like photobucket and not hotprofileplus; the image will probably get deleted after a while.
