To set up forums in an .html or .htm file instead of .php? And if so, could I set it up on freewebs?

No, HTML isn't dynamic enough to keep up with a forum. Besides, you need a database and I doubt Freewebs gives you one.
Look for another free host, maybe something like 100WebSpace. Or look for a free forum host.

Yeah, I just noticed that too...
Would it be possible to use a different database? One on my computer(Oracle has an express edition that's free...)?

Yep, the old boxes get it free while the new boxes have to pay 9.95.
Oh well, I'll just stick with freewebs, at least the forums are free...
