It's a variable resistor. Turn it all the way one way and it's wide open. Turn it all the way the other way and it's at maximum resistance.

Hey is that a Mad Cats Controller?
I happen to be modding an orange one right now and have looked at it inside and out. The button under it is the actual button that tells the Game Cube, 'Hey that shoulder button is all the way down'. For example, in Super Mario Sunshine, Mario will do a ground pound, or stand in one place while spraying water when one of the buttons are pressed. If the buttons aren't pressed, the potentiometers do the job of the pressure sensitivity that allows Mario to spray different amounts of water while running and blabla...you get the idea. I hope that helped.
