I posted this in the TP also, but I need an answer by tomorrow.

To Canada, items under $20 get in tax and duty free. But is this $20 the value of the item, or the value of the item and shipping combined?

Ex. I order a $17 item off eBay with $7 shipping. Would I pay duty/taxes on it?

I asked the Canada Border Agency and they just gave me links (they didn't even put it into text) to some of their sites.

Anybody know which it is? Items under $20 or item and shipping under $20?

Isn't it free up to $60 if its a "gift"? Just tell them to send it as a gift, if so.

I'd assume its the value of the item.
