How does one use one?
I have a 10mv red one here, it has 3 pins. I know i will need current limiting, but what?
The only info i have here is that it needs 45mA @ 2.3 volt.

You should be able to set up a circuit that only outputs 2.5v to the diode. As for current like any electrical device it should only draw what it needs, which according to the info you supplied is only 45mA.
As for the three pins, obviously one is power, one is ground. the third could be a second ground, a data line, or something else. If you have any more information about it like manufacture, model number and such you should be able to find out.
