Why are you so fixated on running GBA games on a SNES? They're two completely different processors, so the code would have to be interpreted by another chip... Believe me it will be a lot more expensive and complicated than it's worth. (Seriously it would be really hard, almost impossible for you considering the kind of questions you're asking.
) In the end a Gamecube and a Game Boy Player will be cheaper.

Something like this does the exact same thing, so why does it have to run through NES? 
Though if you really HAVE to do it this way, you could always do this; take a GBA, convert the dot-pitch signal of the GBA to standard composite video (which might be tricky) and then solder the outputting video signal to the corresponding pins on the SNES cart. Technically, it would use none of the SNES hardware to do it, it'd pretty much just be using it's A/V lines. But hey, it gets the results you're looking for, albeit very pointless.

Yeah That is exactly what I want, The actual super game boy is just a game boy minus the screen, buttons, and power supply with an added chip at the bottom to allow imput for the snes controllers and use of the snes's av lines.
