Well it does say Atari on the top of the controller so you'd only think that it would be an Atari Controller.

I think it was an early project of ben's on his older site and on the earlier forums, for a 2600.
I remember seeing a few pictures on these forums posted by older members once

Do a forum search, there was someone that posted a link to a Ebay auction that that controller was in. Ben later confirmed that the controller was created by him.

Yeah, I saw that auction once whilst searching for Atari prototype carts! (they come & go pretty often)
