Removing this hard black substance

How do I get rid of those circles of darkness? The board at the bottom of the picture looked like it was supposed to have one. I saw the little holographic chip thingy, and like a cat staring at something shiny, I wanted to keep finding more of them. So, how do I get these black problems off?

I suppose you're talking about the epoxy covering the ICs, in which case, acid seems to work best, heat and razors can help a bit too.

That's a big maybe. Epoxy, or at least most, once they cure are not going to be removable, by any simple or easy means. And most if not all ways of removing epoxy from those chips/roms will have a high chance of damaging or destroying it. If you want to get at the chip/rom that is encased in it, I'm sure there are vendors you can buy them from and it will be far let work.
