I don't think I was quite clear before.
Here is my suggestion:
Since your parents want you to pick up the clothes, have one of them come in the room and WATCH you pick up all of the clothes and put them into a garbage bag or something. It is important to have a witness so that they see that only the clothes in question go in the bag.
Make sure that the stuff has been picked up to your parents' satisfaction. You now have credit for being an obedient son.
You then tell everyone in the house that the bag is going to Goodwill in a couple of days. Place the bag in a communal space, like a garage or something.
At this point, your parents cannot get mad at you because you have picked up the clothes exactly as they told you to do, and you brother can't get too mad, because you have only moved the things that he says are yours and he hasn't lost anything yet.
Next, wait a couple of days. Ideally, he will eventually reclaim his missing clothing. At this point, your brother will have just robbed your clothing donation bag and probably dumped the contents in your room somewhere in a mess. He has now clearly made the mess and cannot really claim otherwise.
This way, you're pretty much blameless. You have done absolutely nothing vindictive for your brother to whine to your parents about.
If you try to actually get revenge in some way, your brother can just go to your parents and whine again. This way you've done nothing wrong and you shouldn't have to worry about the clothes anymore-- until the next time it happens. Then you just repeat the process.
If, after a couple of days he does not claim the clothes, try to get a parent to drive you to Goodwill (preferably the same one who watched your pack the bag), even if you are of legal driving age. That way, they are accomplices to the clothing removal. You're still blameless, and if your brother gets mad about missing clothes, he'll really have to take it up with the parents.
I don't advise doing anything directly vindictive, because then your brother can whine to them and get you in the doghouse while not solving the problem. If you do things this way, you are working with your parents and are on your parents' side. That's a good position to be in, and it may help your position in future room disputes.
For the record, this advice is coming from someone who lived in a room with two younger brothers until he left home for college.

I like the car idea! Maybe in the middle of then night when he is sleeping put them in his car!
Any more options?
Talk to your parents without him there, and if they won't do anything, fight your brother.

welll you could short-sheet his bed, vasoline his pillow, oooooh icy-hot in his underwear, that will hurt, the ol warm water, finger, pee the bed trick (do this one several nights in a row and he will think he has a medical problem) does he have a girlfriend? if he does, casually mention to her about his, Ahem, disease, disorder, something like that (you know tell her that he had to go get a penicellien shot the other day cause it was hurting when he peed) or tell her about the phone calls he has been getting from some other girl.

Or just be a nice kid and pick them up.
Yeah it's probably not fun to do it but they're out of your way. I mean it's just clothes.
All this talk about goodwilling them is just wierd. Why are we so opposed to being the bigger person and just doing something right for a change? Yeah, he may be wrong about who's clothes they are but why is it so hard for one of the two of you to actually do something about them?
If they're not his clothes, and they're not your clothes, they're probably his old clothes. If you don't want them, donate them. There are a lot of people who could use them.
As for the lazyness, what can you do? It's unfortunate he hasn't done anything with his life, but it's his decision; You can lead a horse to water but you can't make him drink.

Its the point. He will think he won, and he might keep being a bully. Being nice is fine, but if he is so dirty thats he lies, then you need to do some drastic action.

Pick up all the clothes, wash 'em fold 'em, and store 'em. Then demand he pay you for the work. If he's as much of a lazy slob as he sounds, you might have a new source of income!
If he won't pay you, go to the hardware store, (or many other places) get a cheap tarp ($5 or so), and throw it over your mattress (tuck it in like a sheet), that way if he keeps making a nuisance of himself by using your bed to store his soiled garments, you can just remove the tarp, clothes and all, and ditch them some place convenient for you (and maybe inconvenient for him).
