What's everybody's favourite video game baddie? My two favourites are the greats King Koopa Bowser and King K Rool. Runner Ups are Dr. Robotnik and Wart.

kefka's a pretty easy choice. I don't think I've seen anybody as evil as him. Then they make him memorable by giving him the look of a child-molesting clown and a horrible demon laugh...
he didn't eat babies--that's the only thing that could have made him more evil. no, he would have just hooked them to his machine and sucked out their life force directly. cooking them would be too much effort, and he wouldn't be able to eat enough of them that way.

Well, I have a few; Kefka, of course, just because he's so witty and INSANELY evil! He's also probably the most successful game villan of all time, having actually taken over the world and become God himself!
But just as equally cool are Lavos and Magus from Chrono Trigger. It's interesting to analyze these villans because although they are anti-heroes, neither is truly "evil". Magus is a man of good intent whose twisted childhood molded him into a manipulative genius, and through this skill, attempts to use go about doing the right thing through all the wrong channels; it's a wonderful display of human error, and what its effect can be.
Lavos is just overly cool, because he's not good or evil, he's a parasite, instinctively performing a task. Though the player may view him as an "evil" being, he's simply doing what we all must do: Survive.

A few more good villians:
Midna: Your typical "I judge people based on stereotypes I heard in society" turns this villian and her greed/need for survival into a friendship. Not a true villian, but still.
Twinrova: Check out the Zelda Timeline. Apparently, in Seasons/Ages, if you link them you can access the tower of rova, which is placed in between the two timelines. Twinrova can travel through time. How cool is that.
Space Pirates: Samus vs. everlasting onslaught of an entire evil society. Enough said.
The Silent Hill fog. It's a villian. If you've ever played any silent hills, you'll know what I mean.
