Thats a diagram of the fog machines we built/used in the theater department at my old High school.
They where made out of 50 gallon drums and set on casters. When you wanted fog you would take the pin out of the pole holding the basket up and drop the dry ice in the water. Then turning on the fan blew the fog out the pipe. They worked very well and produced lots of fog.
