I was gone for a while because my moms PC crashed.
My brother wants to get emulation on his PSP but has ver. 3.03. he cant get a downgrader or homebrew enabler because my mom wont let either of us play GTA . any suggestions?
Just wait a good long (6 to 25 months) while!
Eventually they'll come out with one that doesn't take GTA.

Nope, needs to be the original unpatched version of the game.
Only suggestion I can think of if you can't wait, is to lie and say the console isn't working right and see if you can exchange the system or not *not sure if its still under warranty or not* Exchange the system, and hope you don't get anything above 2.71 *Isn't that the last HEN-D supported firmware? I think another group got it running on 2.80, hopefully someone can clarify this for you.* Anything above that, the only way to downgrade is with the unpatched GTA.

i have an old copy of lcs around
it uses the original LCS. Search around some of the big psp site for serial number the unpatched version is. Pretty much as long as you bought it around the time it came out it should be fine. LCS was out for quiet a while until Edison's Cheat program + Fanjita made it possible to load 'brew through the cheat program.
This sounds to me like your best bet, unless your parents open your mail as well.
