how do i make the Case?
does it need to run on a Os or the EMU is the OS?
making a Snes that runs in a EMU.

I don't think the <a href="http://en.wikipedia.org/wiki/Emu">Emu</a> would appreciate you stuffing a SNES into any part of its body.
Seriously, please go take a crash course on the English language. That post makes no sense what so ever. I'll try to interpret, though:
You want to make an emulator console that runs SNES games. Okay. You need a PC and an operating system. You also need either a PC-TV box, or a video card with video output built in. You need to put together the computer, install the OS, install the emulator, get all your games together, and hook it all up to the TV. There you go; you have a primitive but functional emulation console / HTPC. (You can use it to watch movies too.) If you want to get fancier you can get a frontend together, but that's much more complicated.
Just be warned: I've never seen any new, decent PC-TV box that costs less than $50, and you will probably want to dedicate that machine so it doesn't do anything else, so that will also cost you... It might be expensive.
