i think the TP STARTED as WW2 but then they relised that the fans wanted the n64 style link, so they switched the project to DS. Boom! theres the phantom hourglass.

I see a company announcing a game by its "working title," until more of the details are threshed out. Absolutely nothing wrong or unusual about that.

i think that phantom hourglass is WW2 i remember reading somewhere it takes place after it

I don't think TWW2 is an appropriate name. It might be likely that the game will include the Wind Waker as a usuable object, much like in Majora's Mask being a sequel to Ocarina of Time. And it also includes the main item (Ocarina).

Going out only on graphics it would be logic to consider The Phantom Hourglass a sequel to The Wind Waker but you can't really say for sure... Twilight Princess was oftenly named TWW2 because of the 2004 statement though...
