Yes, making a Dreamcast portable is possible.

i think he wants to know if making it connect to the internet through wifi is possible, i dont think it is but i dont know much about the DC

Yes, get a ethernet->wifi dongle. Costs ~$60-$80.

Would be cool to hack the modem expansion jack to wire in a WiFi PCI card, but I'm just dreaming. Would be interesting though.

Well, wireless would require some form of software to connect as well. So, the dongle that the other guy mentioned would be your best bet. You would also need the Network Adapter that replaces the modem too though.
