ok I'll take your word (why would you lie anyway?)

But what do you think would be the safest ceiling for an oscillator to be added?

No what I mean is what is the safest maximum oscillator (I was rushed and didn't think my words through)

I want to know what a safe maximum overclock would be without the need for an elaborate cooling system (I consider a small heatsink for the processor not too elaborate, needing to water cool or a team of fans and a finned heatsink is elaborate, small finned heatsink is acceptable)

The reason is that I have recieved a deal on a Psone lately and well it is collecting dust right now

I am hoping I can do this mod easily (looks like it could be done without a hitch) and then make it portable...dreams I know I have many

Also I want to know the consideration of how much extra juice this mod takes up

I don't think the mod amps up the consumption. Don't worry about that.

I haven't done anything about 80 MHz, so experiment.

You can hook it up and if your multimeter has a hertz setting, you can use that, but most multimeters max out at ~1 MHz, so you might no be able to measure it. If it has a part number, punch it in on Google.
