Here's the deal. I went away for a week. My screen was working perfectly and such. I just got back, and didn't get much sleep, so the problem oculd be very very simple.
The screen runs (you can hear the buzzing sound electronics make when they're on if you listen carefully) but the LED's don't. I feel the problem is the regulator. When I touched a 3.8V Li-Ion (3.8V as in the current voltage it's at) to the output of the regulator the LED's are hooked up to, the LED's light up. However, running off batteries or the power supply, I get zilch, zero, nada. Only that tiny buzzing sound telling me it's not dead.
Here's what I did:
Input of the regulator to ground with the multimeter: 7.4-7.8ish volts.
Output """""""" to ground """"""": 1 volt.
The output should be giving me 5, if I'm correct. Any clue what's wrong? I'll take a look at it tomorrow with a fresh mind.
P.S.: It's a PSOne screen. The other regulator gives me a nice 5 volts. What causes a regulator to output 4 volts less?

I can't do anything right now...No soldering iron.
The regulator worked fine before I left, and nobody touched it (except for may be a nudge or two).
The screen DOESN'T work. Well it might, but I have no way of checking. The cable to power the SNES broke off, and once again, no soldering iron.
The regulator seems broken, but I don't know. I might try connecting the outputs of both regulators together if nothing else.
But I have no way of checking anything without a soldering iron.
Would one regualtor provide enough amperage for both regulators on the PSOne screen?
