URGENT! what is this!

there is a think on the snes 1990 version, it has 4.00 on the top of it and x2 right beside it, i think its kind of important, a clock generator or something because out of the 3 games ive tried only super punchout works (the other 2 being wailae golf and streetfighter 2 turbo) what is this thing !

already found what it was with help from gannon so woo! its the clock gen for the CIC lockout and mebe something else.
