Not all graphics processors output RGB. For example, most DVD players nowadays output native component. Laserdisc players are another example- most only output a native digital Y/C signal which is encoded (like the Laseractive).
The encoder chips on N64's are not as simple as other systems and neither are their inputs (aka the processor outputs). It's not a simple RGB->NTSC encoder like the CXA1645 but a far more complex digital RGB processor that pulls several inputs from the main circuit and composes Y/C and composite outputs from that. Only early model N64s composed RGB from the digital inputs. and the circuit is Nintendo's own chip, which is the biggest problem of all.
