Hi, i am sorry if it was already talked about, but the search page would not work for me i got the "Page cannot be displayed" error.
Anyhow, back to the question(s)...
Can i cut up a normal PC heat sink with a Coping Saw ?
(so i can cut it to size to fit the N64's chips properly,)
Secondly, how would i make the heat sink stay attached?

i used a sawzal(no clue how to spell that) but it ruined my blade. I'd say your best bet would be to make friends with someone in a materials class or something and have them cut it. I think there are heatsink glues you could buy but i just used those pads on the bottom of the original heatsinks for the n64.

you can cut heat sinks with either a dremel (with disposable cutting wheels) or a hacksaw. don't use a normal saw because they're just tough enough to deal with wood, not metal. to keep the heatsink on, you can either use heat sink compound and hot glue (glue the edges of the heatsink, not the part touching the chip you're cooling) or thermal compound. heat sink compound prevents the heatsink from falling off so you just need a little hot glue to prevent it from sliding around.
