I was soldering on a regulator the other day, when all of the sudden all the leads and the solder touching the leads turned completely white. does that mean that I fried the regulator?

I think that's just residue from the flux/lead evaporating

one more question (didn't want to start a new thread), I just relized that I bought a 47k resistor instead of a 48k for the controller board. does this matter?
