Would it be possible to take an old PSX Memory card and and kind of old game cardridge and A usb wire and make it possible to put roms on it? or homebrew files or whatever

The only way you can do what you want to do is with a DEX drive. I'm sure you've seen one it's a lot like the Action Replay USB adapter for the Xbox memory card. If you want one go to lik-sang.com and buy one.
