If I were to make a gcp, I would mostly just play it in the car anyways. So, the car outputs 12v(the exact input of the gamecube) at 20a. 20A is a little high for the gamecube, am I right? So how could I bring that down to power my gamecube?

Bad Idea. The GC uses the 12V line straight for the laser without much if any prepping. Voltage from a car flucuates a lot (11V-18V IIRC), so it's better to regulate it off the 12V source in the car to a stable 12V.
not if the voltage goes up...a cap will just be the voltage of whatever it's connected to, really. if the car battery is at 18V, it'll stay there until it goes down on the car battery, where it will then slowly go to whatever voltage the car battery is at. a cap only works if something goes down only, instead of constantly switching between voltages.
