for one, you need a charging regulator circuit thing so that you cant over charge it. Over charging is bad because they explode.

Oh, then you're probably ok. Lots of lithium batteries come with protection circuits, so thats probably what the pcb is.

this is totally a situation where i need to make a wiki page on a topic.

i have explained this like 3 times in different forums, but theres always new people asking. i will be so glad to answer it for the last time.

I see one thing wrong:

If you use a simple DPDT switch for the main power, you should have the charging wires connected to the third set of terminals on the switch (so the battery is connected to the terminals only when the portable is off). If you don't to this, you could a) fry your portable or b) damage the charger. Not using this switch won't hurt--if you (or in particular, others) don't do something stupid, like plug in the charger while the portable is on. I've spent much time designing the electrical system for my own N64p (which might make an appearance this week if I put my self to it) to be idiot-proof so I (or others who don't know it as well) can't hurt it. Truth be told, it takes a little more wiring and a few more switches, but better that than killing it.

I found another thing wrong with it, the wires on your switch, not the dpdt switch, the other one, the switch should go after the positive wire splits to go to the fan/mobo/everything else. the only thing it should give power to would be the PSone Screen.

battery chargers are higher voltage than the batteries they charge (at least NiMH, i haven't checked any other kinds) so it either wouldn't work or you'd need a regulator for the screen

If my charger give out less than 9.6 volts, could i use it without a regulator?

to be safe, use nothing more than 9v. and my 8.4v charger is 19v so yours'll probably be more than 9v
